CFB Kingston - Energy Performance Contract (EPC)
CFB Kingston received an award from the Ontario Power Authority’s Conservation Bureau for their leadership in pursuing energy efficiency.
CFB Kingston and Direct Energy partnered in 2005 to create the largest Federal Building Initiative project ever conducted in Canada,
resulting in a $21-million energy performance contract (EPC) expected to save the base more than $2 million annually in utility costs.
CFB Kingston's EPC includes a retrofit of the aging infrastructure, equipment in 170 of its buildings, nearly 40,000 control points
and includes more than 300 base-wide energy conservation initiatives, such as lighting upgrades, improved building controls and water conservation.
The project is currently achieving $2.3 million in annual energy savings. EMCS is proud to be the automation contractor for this vast project.
Here are some of the main and exciting areas of this project:
- C&E Museum, McNaughton Barracks - Modification of the museum's heating, ventilating and air conditioning system for precise humidity and moisture control, using advanced psychrometrics and control strategy. Must read: "Development of humidity recommendations in museums..." by JP Brown & William B Rose (1997).
- Retrofit of the KMCSC Complex, including installation of high-efficiency boilers, a heat recovery ventilator over the pool to capture heat that would otherwise be lost and variable-speed drives on equipment.
- Retrofit of the Royal Military College Academic building complex, including installation of a much more efficient Smardt Chiller for the air conditioning system.
- Sports Complex - Thermal solar collectors to use the energy to heat the pool and domestic hot water (DHW). Boiler upgades, AHU upgrades, BACnet® VFD installs.
- Solar wall at the sports complex to use the energy to heat fresh air for the gymnasiums
- Heat recovery chiller at the Royal Military College, to cool the facility and use the waste heat of air conditioning to preheat the DHW
- SLOWPOKE-2 Nuclear Reactor and Facility at RMC cooling system upgrade, including use of excess heat for space.

Challenge: To bring 28 buildings into one interface via several different high speed internet provider and several line of site wireless setup.
